Large Federal contractors have to check for underutilization (underrepresentation) for each major job category. If there is underrepresentation then the firm (federal contractor) must implement an Affirmative Action program based on an executive order. The affirmative action program involves creating goals and timetables and an action plan when there is underutilization.
