The Cultures of Public Organizations Public processes in organizations, whether policy making or public administration take place within a polity, an overarching political jurisdiction. Both policy making and administration has a similar double life as a culture. It is a part of the greater culture of its society and at the same time; it develops and nurtures its own organizational cultures. Both these cultures have strong power over personnel administration, budgeting, decision-making and policy evaluation in organizations.
Construct a scenario highlighting the importance of internal and external cultures for a public organization. Relate how these cultures can impact on the organizations budgeting, decision-making and policy evaluation process.
