The question of undue inducement in Phase I medical trials. The central concern is about exploitation, the targeting of already vulnerable members of society, and how profit is often valued over the lives and health of the participants. Moreover, most people are participating for the money or other incentives, not because of altruism towards other. Of course, the video interviews a man who also sees himself as contributing to society more broadly, but it is unlikely he would participant without payment.

However, I take it that we want to be able to conduct Phase I trials. All of us have either directly benefited from medical research in some capacity or another.

Elliott and Abadie ask: Is it ethically problematic to pay poor people to test the safety of new drugs?

Focusing on this question, consider:

1. Whether there is an ethical way to conduct Phase I trials and

2. Whether and to what extent can we determine whether undue inducement is happening in a specific case (i.e., whether a particular people is being coerced by the incentives).
