A mysterious new hemorrhagic fever has begun to appear at tropical resorts around the world. It is fatal to approximately 40% of those who contract the disease. This has resulted in a significant decrease in tourist travel and some embargos on fruits and vegetables.
A pharmaceutical company called BigPharma Industries (BI) has discovered that one of its orphan drugs, TropicX, is effective as both a vaccine and as treatment. Unfortunately, BI can only produce enough TropicX for 20% of the affected population.
To complicate matters, social media has begun carrying stories that TropicX is part of a plot to reassert colonialism around the globe.
You have been invited to join a panel of experts to develop guidelines for a WHO coordinated response. As a group, prepare a 10-12 page paper describing:
1. The applicability of the IHR.
2. The role of national sovereignty in mounting a global response.
3. Whether priority should be given to prevention or treatment.
4. How to address misconceptions and opposition.
