The Swedish Highway Department conducted a study to examine the speed of cars on major highways. Three regions were selected and rated using four different quality scores (based on retroreflective properties) for road markings. (The four classes of road markings in Sweden are K1, certainly approved; K2, probably approved; K3, probably rejected; and K4, certainly rejected.) The speed of randomly selected cars (in km/hr) was recorded, the sample totals for each cell are given in the following table (n = 4), and SST = 1680.66.

Use a = 0.05 to test the following hypotheses: (a) there is no effect due to interaction; (b) there is no effect due to region; and (c) there is no effect due to road-marking quality.
