In order to test the claim made by a local educational institution's Administration's claim that less than one-quarter of a large student population is against a new administrative proposal, a random sample of 243 students is selected. Of this number, 59 are in favor of the proposal. Test the Administration's claim that the proportion is less than 25% (using the 5-step procedure) with alpha = 0.10
