Termination of an employee

In a recent ruling, the termination of an employee who failed to isolate after exhibiting COVID symptoms (which resulted in her being tested for COVID-19) was upheld. The court found that the employer had made its policies and penalties for violation clear, the employee wantonly disobeyed the rules and in doing so, put the safety of others at risk. Imagine you are the HR Director at this organization. Employees are telling you this employee should not have been punished - she just wanted to work. She "could not afford to miss work" (at the time, no sick pay was available) and just didn't understand the rules. "So much is going on, it's hard to keep track of everything". Would you have terminated this employee? If not, what would you have done? How will you respond/communicate e.g. to other employees who feel this termination was unfair?
