Question 

Maria Caruso comes to you for advice about her landlord's application for termination of her tenancy. The ground for the application is persistent late payment of rent. The landlord is unrepresented.

Maria is very angry about the application. "The place is a dump!" she says. "They should pay me to live there!" She then lists a number of things that are wrong with the apartment: a dripping tap in the kitchen sink, a leaky toilet, a closet door that doesn't close properly, a carpet that needs cleaning. She admits that she has never bothered to complain to the landlord about them. "I didn't think it was worth it," she says.

When questioned further, Maria admits that she has paid the rent late "a few times" over the past year, and that she has not paid the rent for the current month (her rent is due on the first day of the month, and it is now May 10). "But I'm finished school now," she says, "and I've got a job. I'm planning to move out. I've already started looking for a nicer apartment."

Assume that there are no technical deficiencies with the application. What is the best advice you can give Maria? Give reasons for your answer with regards to duty of cicc and its members.
