Question

For a service process - say, call center customer service, management believes that the tolerance level of customer waiting is around 10 minutes before they hang up, based on this, management planned the customer service process and allocated the employees. However, after a period of time, it is found that higher than expected customers hanged up before talking to the customer service representative. According to GAP model we learned, which gap is the main cause of this issue?
