You are a talent manager for a multinational telecommunications company consisting of several cellular operators across the world. Your most recent cellular operator (MobiFon) is in an Eastern European country and has 2,000 employees. Of the 2,000 employees there are over 200 expats, the majority of which are engineers who are instrumental in the startup of the technical side of the business. Despite the tremendous cost of an expat workforce (1 expat =8 locals, salary-wise) the reason for employing such a large number of expats Is mainly the lack of local know-how (although the local workforce seems otherwise quite qualifled. The company has been operating for 12 months and the expat contracts expire at the 24 months mark.
