Problem 1
The State Army of Mordor have been fighting a rebel army, the AFNM (the Anarchic Fighters of Northern Mordor), in the north of the country for almost a year. The AFNM are selling the oil resources in the north of Mordor to fund their engagement in the armed conflict.

Fearing regional destabilisation, the Government of Mordor appeals to its allies for help. An international coalition forms between the states of Aragon, Gimli and Sauron. With the permission of the Government of Mordor, the coalition attack AFNM strongholds in northern Mordor.

The attacks were successful and they completely wipe out the AFNM. However 20% of the indigenous population of northern Mordor, persons who were unconnected to the AFNM in any way, were killed as a result. The Government of Mordor have evicted all non-citizens from the state and no further information on the attacks is available.

You are the legal advisor for an independent NGO that wishes to submit a dossier to the International Criminal Court to strongly argue that an investigation be opened so that individuals responsible for International crimes in Mordor can be prosecuted. Based on the facts above that you are aware of, draft a dossier outlining the international crimes that you feel are being committed in Mordor, making reference to relevant parts of the Statute of the International Criminal Court and any other relevant case law or scholarly analysis that supports your arguments.
