The federalist government has always looks at the issues in the state but not figuring out what is working (Kelly et al, 2012). The cost-effective inequality has increased in other countries but not in the United States for the reason that there's bias and corruption and the government has not done a good job of distributing the money equally and effectively between states (Kelly et al, 2012).
