Strategic Project Planning - Key Factors

Project planning is an important part of the deciding aspect of the project team's job-thinking about the project's future in relationship to its present in such a way that organizational resources can be allocated in a systemic manner that best suits the project's purposes. Project planning is a rational determination of how to initiate, sustain, and terminate a project. Need an answer of 200 to 400 hundreds words or up.

While these factors are the manifestation of strategic project management, many organizations fail to accurately assess project scope and risk. Which of the factors in project planning do you feel is the hardest to achieve? Use a current event as a reference to help substantiate your argument.
