General Fund revenue projection is $12 million.

City department heads have submitted expenditure requests to you that exceed your projected revenue.  This is very common so spending decisions must be made. Assume the city council is statutorily required to adopt a balanced budget.  Here are the expenditure requests:

General Fund expenditure request categories:

  • Police - $2.7 million.
  • Public works - $3.4 million (minimum serviceable level is set at $1.9 million).
  • Administration - $1.4 million.
  • Social programs - $850,000.
  • Parks and recreation - $978,000.
  • Technology - $1.27 million.
  • Library - $345,000.
  • Capital purchases (i.e., vehicles, larger furniture purchases) - $2.2 million.
  • Personnel (HR) services - $975,000.
  • Wage and benefit improvements - $1.3 million.
  • Professional development - $285,000.
  • Emergency management - $219,000.

You have some recommendations to make in order to achieve a balanced budget worthy of presenting to city council.   Of course, city council will make all final decisions.  Some of your recommendations or even those of the city council may not be popular with some department heads but that's the nature of budgeting.  Use the worksheet below (or feel free to be creative and create a variation of it) to record your budget recommendations in order to present to city council a balanced budget.
