Question: In the early part of the 20th century, sociologist William Gordon Sumner said, "Stateways cannot change folkways" (see Allport, 1954). Many scholars have disagreed, however, asserting that legislation can reduce prejudice. With which argument do you most agree, and why? Should the laws push social change on a society that is not ready for it? Or is doing so the only realistic way to effect social change?
