The best places in the United States to be a job seeker are state capitals and university towns, which are claimed to have jobless rates below the national average of 4.2%.

A sample of 50 towns and state capitals showed average jobless rate of 1.4% with a standard deviation of 0.8%. State the null and alternative hypotheses and carry out the test at the 1% level of significance.
