Tremendous differences exist in national experiences with democracy. In some countries democratic rule has been long established, stable, and relatively high in quality; in others, it has been periodically established but not sustained, or only partially established; in still others, democracy has never taken hold at all. Political scientists have developed different explanations for these differences in democratic outcomes.
