(This unit focuses on how the Progressive Reform movement of the late 19th and early 20th centuries had a profound impact on the development of the administrative state. The Progressive Reformers were concerned that unchecked, party-based "political machines" were subverting the public interest. They proposed a number of mechanisms to check these machines and many of these mechanisms remain a feature of American politics. For example, the initiative process (whereby people vote on laws bypassing the legislature) is a prominent feature of many state politics. The City Manager movement (which creates a position to be filled by an professional manager presumably insulated from Mayoral politics) also took place during this time and endures in many cities in the U.S. The development of non-partisan ballots for state and local elections and primary elections to select general election candidate is another example of the reformers attempt to weaken political parties.
