Your company has just starting a program to develop a complex technical system. It is envisioned that the new system may consist of 5 major segments (next level down from system level) - each segment involving facilities, hardware, software, and human operations. Management has allocated 7% of the total system development budget to the performance of systems engineering activities. You overhear a group of hardware and software engineers grumbling that the money set aside for systems engineering should be taken from systems engineering and added to the design disciplines (hardware, software engineering) budget. After all, they maintain, the hardware and software engineers actually build the system hardware and write the code, whereas all the systems engineers produce is “paper”. How would you defend the decision to allocate money specifically for systems engineering?
