Brief and Motowidlo define prosocial behavior within the organizational setting as "behavior which is

(a) performed by a member of an organization,

(b) directed toward an individual, group, or organization with whom she interacts while carrying out her organizational role, and

(c) performed with the intention of promoting the welfare of the individual, group, or organization toward which it is directed.

The research on whistleblowing that has used this model has generally argued that stages 5 and 6 represent cognitive moral development consistent with prosocial behavior.
