Charlotte Chambers and other South Dakota residents chartered a bus in South Dakota from Dakotah Charter, a South Dakota corporation, to attend a Tae Kwon Do tournament in Arkansas. While en route from South Dakota to Arkansas, the bus stopped in Missouri. Chambers fell on the steps in the bus and broke her ankle.
