Question: Many motorists have stories of being stopped with out-of-state license plates in speed traps by a small-town police officer. It has been alleged that such speed traps are designed to raise revenue for the town or the police department rather than to protect public safety.

The problem has become so pervasive in Georgia that the legislature passed a law that restricts revenue from speeding tickets to a maximum of 40 percent of the police department's budget. The law is specifically designed to stop police departments from "using radar guns as fundraising tools instead of safety devices."

Opponents of such a restriction believe that funds are needed to support local police in small jurisdictions where the only alternative to ticketing would be tax increases. They also argue that strict traffic enforcement helps keep crime rates low.
