Since English is not my primary language, could you translate this into more detail? My textbook (Managing the Public Sector) said, "presidents wanting to be effective have increasingly circumvented large bureaucracies either by using their own staff or by setting up new agencies." From my understanding, president tends to choose either of the choices so that the bureaucracies become too big to make agencies work and take enormous time to deal with an issue. Am I correct? If so, why the bureaucracies do not become large if the president chooses either of the choices? For me, it seemed the bureaucracies still become big since those agencies work under the bureaucracy.
