Within a cell in the IS-856 system there are eight users on the edge and one user near the base-station. Every user experiences independent Rayleigh fading, but the average SNR of the user near the base-station is y times that of the users on the edge. Suppose the average SNR of a cell edge user is 0 dB when all the power of the base-station is allocated to it. A fixed transmit power of P is used at all times.

1. Simulate the proportional fair scheduling algorithm for tc large and compute the performance of each user for a range of y from 1 to 100. You can assume the use of capacity-achieving codes.

2. Fix y. Show how you would compute the optimal achievable rate among all strategies for the user near the base-station, given a (equal) rate for all the users on the edge.
