In the domain of generating requirements and specification in procurement practices, Licari (2003) stated that the material/equipment specification is a document utilized "both for initial qualification of a material to specific engineering [technological] requirements and for receiving inspection of an already qualified source to assure continued consistency and quality". Moreover, he divided the material specifications into two categories of general or specific specs.
