You are aware that he is having a very difficult time in his personal life and is just trying to make ends meet until things improve. You check the accounts and discover that the money he borrowed has been repaid.

You are now faced with a difficult situation. Should you report your supervisor and potentially face negative consequences due to bad publicity for the city and the label of 'whistle blower' for yourself? Since the money has been repaid, you can also choose to ignore the transactions. If you do decide to report the act to the city council, should you also report it to law enforcement?
