One of the strengths of America is our use of science and technology to solve issues facing us. During the 1960s, President Kennedy focused America on the "Space Race," and after 9/11, President Bush focused us on the War on Terrorism. One of the largest line items in the DHS budget is research and development. These efforts have an impact on the future of ability of the Department of Homeland Security meet the challenges facing us in the future.

Should we focus on off-the-shelf technology? Should our focus be on detection of hazards, disrupting terrorism, or first responder preparedness and response?
