In 2014, the Affordable Care Act provision went into place to stop insurance companies from denying coverage to those who had preexisting medical issues, which stopped insurance companies from charging higher premiums to those with preexisting health issues. Japan's healthcare system has universal healthcare coverage through a fee-for-service and a free-access system, which allows them to seek coverage anywhere without being charged any additional fees with my healthcare coverage if they go to a doctor or hospital that is not in the network. Services rendered will not be covered by insurance, and I will be billed. Japan's insurance is universal because it offers coverage to its citizens and legal residents, which helps with providing everyone with healthcare insurance. Japan's universal healthcare was established in 1961, allowing their government to provide health coverage at a lower rate.
