Inaccessibility of existing data makes proper sampling difficult hence researchers end up with cheap faulty data that are used hastily resulting in inaccurate output whose validity is questionable. To avoid this hurdle evaluators must be efficient at the planning stage so as to properly assess the resources available to them prior to selecting a strategy to follow.

In reading authors post, I am reminded of the many times I have seen evaluators struggle with data results not knowing what to do to avoid this inevitable problem with data management.

Can you please help me identify what key role has not been carried through in this problem? How would it have helped the outcome?
