The Second Chance Act is a piece of legislation signed into law by President George W. Bush during his tenure. The law authorized federal funding for state and federal reentry programs. It also directed - but did not require - the Bureau of Prisons (BOP) to consider giving federal prisoners longer stays in halfway houses. It authorized funds for a minimal test program for elderly prisoners. The "second chance" the act referred to applied almost exclusively to people leaving prison - it did not give shorter sentences to people already in prison.
