Among other things, it recommends using double-blind lineups and standardized witness instructions, and it also emphasizes the need for better training of law enforcement on the potential problems of eyewitness memory. Several of the recommendations involve methods of educating the triers of fact about eyewitness memory. The information might be conveyed via expert testimony, and the authors favor giving judges the discretion to allow such expert testimony. Alternatively, information about pitfalls in eyewitness identification might be conveyed in jury instructions.
