The above quote is from Sandberg's video on women and the 'Glass Ceiling', discussed in week 11.

Overall, women are under-represented in senior management positions in business, sports, and politics. According to Sandberg's quote, which she explained in the video, women are under-represented because they do not "lean in", "sit at the table", and also "leave before they leave" (i.e. women don't actively apply for, don't participate in, and give up too early in their pursuit of top management positions).
