One key factor that led to workers joining Unions was the passing of the Clayton Act in 1914. The act stated, " Labor of a human being is not a commodity or article of commerce." The Act did not work as intended as it was up for interpretation with many decisions going against the workers. The importance of Congress passing workers-based laws gave way to other impactful and clearer language to protect workers. Without Clayton Act in 1914 the organization and safety of unions would have taken longer to be intuitionalize.
