More generally, what should the role of the agencies be in the mix of public opinion, activists, organized interest groups, lobbyists, political parties and individual legislators' preferences be? Is it OK for agencies to try to influence their own budgets (for example, CU President Todd Saliman is widely credited with persuading the legislature to increase the budget for all of higher education more than the governor recommended)? Would it be best if the experts, those within the agencies, had more influence? Less influence? What do you think?
