Assignment:
The 2007 Minnesota Bridge Collapse.
Your graded discussion assignment this week is to critically consider the role of emergency management during this tragic event and then apply your previous work on FEMA's Community Lifelines and the Emergency Support Functions (ESFs).
1) The Role of Emergency Management: What do you believe the role of Emergency Management was or "should have been" during the moments after the collapse, as it became clear that this event was rapidly evolving into a regional "disaster"? Because the bridge collapse affected both cities of Minneapolis and St. Paul, does this complicate the role of emergency management?
2) Community Lifelines: This tragic event perfectly demonstrates why Community Lifelines should be considered in the earliest of stages. What three (3) lifelines do you believe would have been most critical in the early stages after the collapse, and why?
3) Emergency Support Functions: After critically considering the role of emergency management (Question 1), if you were the Emergency Management Director for either Minneapolis, St. Paul, or either of their respective counties that span the Mississippi River, what five (5) Emergency Support Functions (ESFs) become your highest priority, and why?
4) Is there anything else you read that you want to discuss or share with the class?
