This approach views policymaking as a competitive and open process, in which various interests are able to influence the agenda through advocacy, mobilization and bargaining. An elitist approach, on the other hand, argues that a small number of powerful individuals and organizations, such as government officials, business leaders and political elites, are primarily responsible for setting this agenda. This approach views policymaking as a top-down process, in which a small number of individuals and groups that have the resources and power to shape the agenda, drive policy decisions.

In conclusion, the pluralist approach emphasizes the role of multiple actors in shaping the policy agenda, while the elitist approach focuses on the role of a small number of influential views.
