In response to nurse staffing shortages, the director of the Emergency Department (ED) has reviewed the unit's census and staffing plans for the last three months. There has been a consistent increase in the patient census. In response to an increase in patient census and the nursing shortage, the director would like to cross-train the ED Patient Care Technicians (PCTs) in phlebotomy so they can assist nurses with lab draws and specimen collection, allowing for a quicker patient and room turn-around time. The director understands this entails developing a phlebotomy certification program for the PCTs. The director reaches out to the director of Laboratory services to a collaboration for this new training. Emergency room staff lack confidence in the proposal, stating that the PCTs do not have the skills necessary nor the additional time to do the care.
