Validity (the degree to which the criteria are job-related and able to predict performance)

Reliability (the degree to which use of the system will produce the same results with respect to the employee's performance across time or when applied by different raters)

Fairness (the employee's perception that the system is fair in that the performance criteria defined are within the employee's control)

Practical (the system is not time consuming to use and produces useful feedback for the employee)
