Question: Consumer service at SCE consists of handling outages, resolving bill disputes, extending service to new customers, and similar activities. Consumer service is a major functional department of the company, but that department itself is organized in an M-form. The company's territory is split into five regions, each with its own vice president and its own workforce. Why would an arrangement like this make sense for consumer service but not for most other departments of a company like SCE?
