The only thing that I can think of is a system that most units in the Army transitioned to recently. The system allows you to submit documents digitally that need to be signed, reviewed, or submitted. In the system you can add who is supposed to review the packet and at what level. The old system was mainly physical packets that would often be misplaced(lost). This new system allows you to see where the packet is currently at, gives the reviewer a timeframe to sign by, and tracks how long they had the packet for. I left the Army before the program was fully working (still might not be), I believe this will allow the leadership to analyze who is taking more time to review packets and question why it was taking so long.
