After reviewing the revenues, expenses, assets and liabilities via CAFRs, audited financial statements and/or form 990's over the 4 year span, comment on strengths and weaknesses evident in their finances. This should be no more than one page of text and tables, but you can put material in an appendix if you want. You should use a combination of ratio analysis and trend analysis for this part of the report.
