D1: Emerging Technologies and Ethical Decision Making
The purpose of a democratic government is to instill the spirit of democracy, that is: of the people, by the people, and for the people. It is to insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity.
However, in an attempt to better combat domestic terrorism, as well as transnational terrorism abroad, government officials are engaging in the use of emerging technologies that blur the line between ethical and unethical.
1. Research an example where U.S. law enforcement has adopted, or are contemplating adopting, certain military technologies to combat domestic terrorism. Do you think there is an ethical issue that arises from their use? Explain why or why not.
D2: Social Media and Future Dilemmas
As America moves into an uncertain future many new challenges and dilemmas may arise. The manner in which the government balances the constitutional rights afforded in a democratic society and the compelling need of national security will define us as a nation.
One of the areas that will test this balancing act in the future is America's strategy to combat terrorists' and terrorist organizations' use of social media.
In February of 2016, Apple© refused to cooperate with a court order to assist the FBI in unlocking an Apple iPhone© used by one of the San Bernardino terrorists (Sandoval, 2016) The debate continues regarding whether or not communications and social media companies have an ethical and public responsibility as well as a legal obligation to do more in combating terrorism in America.
2. Present a well-reasoned and supported position regarding what sort of strategy government policymakers should create to address the balancing dilemma (i.e., constitutional rights versus national security) regarding terrorists' and terrorist organizations' use of communication networks and social media.
