- The problem needs to be scoped - we need to be sure of the size of the problem.

- Segmentation, target audience and positioning -you have a choice of audience.You need to make the decisions on prioritising the target audience.Different people may have different needs, desires, attitudes and therefore may demand different interventions to shape their behaviour.A strategic decision will then have to be made about which people it is most effective and efficient to target. Discussion on positioning strategy and message framing is also required. You should provide insight into the decisions being made and the ‘choice architecture' in play.

- Select behaviour change theories that will help you develop an intervention strategy.

- And finally, an intervention strategy needs to be outlined which will include your own SMART objectives.
