The Congress specifically directs those tasks to the Executive Branch. However, it does require state support to enable the federal agencies in executing their mandated tasks. Understanding this fact, how can the Congress and the president ensure that the nation's elected leaders, owners/operators of CIKR and the associated stakeholders (e.g., locally-elected officials, first responders, etc.) buy into "protection" as defined in the NIPP? (come up with pretty dencent legnth response).

4. There are many different opinions on the exact relationship between TCO's and terrorist organizations. Pick a side: Is there a convergence occurring between TCOs and terrorist organizations, or do they just have ad hoc cooperation whenever necessary? Include in your assessment the future relationship between these two types of organizations. Because this questions asks you to speculate on the future it is very important to identify what information drives you to a particular conclusion (Include citations and references).
