In the article, National Strategy for Homeland Security, the Homeland Security Council stated that private agencies and organizations own 85% of the nation's critical infrastructure. One conclusion is irrefutable: No one is in a better position to be a first preventer than the private security officer in America.

The Department of Homeland Security (DHS) issued the National Infrastructure Protection Plan (NIPP) in 2006 to protect the nation's critical infrastructure and key resources (CIKR). Using Chapter 9 in your Introduction to Security text and other authoritative sources, such as the DHS, research how partnerships between the public and private sectors effectively assist the DHS in the prevention and crisis management.

1. Identify four of the 16 critical infrastructures and key resources requiring the most input from the private sector, and explain the private sector's responsibility for protecting these critical infrastructures and resources.

2. Select one of these four critical infrastructures and key resources and describe the protective actions needed to prepare for, or mitigate the effects of, a terrorist attack or natural disaster.

3. Explain for the selected critical infrastructure and key resource how the private sector will help in recovery after an attack or natural disaster.

4. Decide which critical infrastructure and key resource is most important, and provide the rationale for your selection.

5. Explain the impact on the nation if this critical infrastructure and key resource is not adequately protected.
