You should approach this assignment as if you were working as an HR consultant for a public or nonprofit organization (including local, state, or international governments). The issue or policy must be relevant to a course topic of your choice other than diversity management/training. In your analysis you should at the minimum:

3. Explain the current and/or historical context that has led to this development
