Problem:

The COVID-19 pandemic has raised many ethical challenges, among these has been the possibility that health care system may ration scarce critical resources such as medications, hospital beds and patient care needs. Rationing policies for pandemics differ by institution, health care system, healthcare providers, and applicable law. Most would agree that a patient's ability to benefit from treatment and to survive are first priorities. However, there is debate about what clinical measures or indicators should be used to determine what ethically appropriate to prioritize. In their daily work, healthcare providers (i.e., hospitals and doctors) and workers (i.e., nurses and paramedics etc.) face ethical concerns related to, for example, admission or non-admission to ICU, withholding or withdrawing life support, communication with families, and prohibition of hospital visits by caregivers and families.

Assume that you are hospital administrators and healthcare providers, how would you address these concerns and challenges.
