A manufacturer needs to compare the weights of a product produced at 2 different plants. A random sample of 16 items from Plant A has a standard deviation of 12 milligrams and random sample of 25 items from Plant B has a standard deviation of 15 milligrams. Supposing that both populations are normally distributed, construct a 99% confidence interval for the ratio of the two population variances.
