Thad Allen was selected by President George W. Bush to lead the recovery effort in the immediate Post Hurricane Katrina period which was characterized by agency failures. In analyzing what he had learned from this experience he stated: ‘I believe that in the last 20 years, we have gone through a fundamental change on how we lead, how we learn, acquire knowledge, manage knowledge and aggregate to produce social behaviours...In fact, I believe it is significant enough that it amounts to the anthropological equivalent of climate change...There are three ways to deal with climate change - adapt, suffer or manage.' (Thad Allen) Thad Allen was assigned to manage the crisis of Hurricane Katrina after the debacle of failed agency response. He was highly recognized for his leadership of this crisis.
