The purpose of collaborative planning is to make it possible for diverse parties to ?nd commonalities on which to base mutual effort. Depending on the nature of the issue, it is possible that, despite the best efforts to encourage collaboration, a condition of stasis will emerge in which no action is possible and none is taken. Essentially, the participants have canceled each other out. Here are two questions to address in your discussion:
